Rotavator is a tractor driven implement that is used in secondary tillage. Sometimes, the implement can be used for primary tillage, provided the soil condition is favourable. The implement is mainly used to loosen the soil for aeration and to mulch the weeds.
It depends on the size of the roots. If the roots are tender, the rotavator can cut through them. But, if the roots are visible on the surface and are hard and thick, the rotavator cannot cut through them. There is a good chance for something to break when the high-speed blade contacts such a root.
